Police harassment, Chula Vista style

Recently, the Chula Vista, California Police Department ran an e-mail forum with the local community (a question and answer exchange) with the topic being, "Community Policing." One of the civilian e-mail participants posed the following question:


"I would like to know how it is possible for police officers to
continually harass people and get away with it?"



From the "other side" (the law enforcement side) Sgt. Bennett, obviously a cop with a sense of humor replied:


"First of all, let me tell you this...it's not easy. In Chula Vista, we average one cop for every 600 people.


Only about 60% of those cops are on general duty (or what you might refer to as "patrol") where we do most of our harassing. The rest are in non-harassing departments that do not allow them contact with the day to day innocents.


At any given moment, only one-fifth of the 60% patrollers are on duty and available for harassing people while the rest are off duty.


So roughly, one cop is responsible for harassing about 5,000 residents.


When you toss in the commercial business, and tourist locations that attract people from other areas, sometimes you have a situation where a single cop is responsible for harassing 10,000 or more people a day.


Now, your average ten-hour shift runs 36,000 seconds long. This gives a cop one second to harass a person, and then only three-fourths of a second to eat a donut AND then find a new person to harass.


This is not an easy task. To be honest, most cops are not up to this challenge day in and day out. It is just too tiring.


What we do is utilize some tools to help us narrow down those people which we can realistically harass.


The tools available to us are as follow:


PHONE: People will call us up and point out things that cause us to focus on a person for special harassment.


"My neighbor is beating his wife" is a code phrase used often. This means we'll come out and give somebody some special harassment.


Another popular one: "There's a guy breaking into a house." The harassment team is then put into action.


CARS: We have special cops assigned to harass people who drive. They like to harass the drivers of fast cars, cars with no insurance or no driver's licenses and the like.


It's lots of fun when you pick them out of traffic for nothing more obvious than running a red light.


Sometimes you get to really heap the harassment on when you find they have drugs in the car, they are drunk, or have an outstanding warrant on file.


RUNNERS: Some people take off running just at the sight of a police officer. Nothing is quite as satisfying as running after them like a beagle on the scent of a bunny. When you catch them you can harass them for hours to determine why they didn't want to talk to us.


STATUTES: When we don't have PHONES or CARS and have nothing better to do, there are actually books that give us ideas for reasons to harass folks. They are called "Statutes"; Criminal Codes, Motor Vehicle Codes, etc...They all spell out all sorts of things for which you can really mess with people.


After you read the statute, you can just drive around for a while until you find someone violating one of these listed offenses and harass them.


Just last week I saw a guy trying to steal a car. Well, there's this book we have that says that's not allowed. That meant I got permission to harass this guy. It's a really cool system that we've set up, and it works pretty well.


We seem to have a never-ending supply of folks to harass. And we get away with it. Why? Because for the good citizens who pay the tab, we try to keep the streets safe for them, and they pay us to "harass" some people.


Next time you are in my town, give me the old "single finger wave." That's another one of those codes. It means, "You can't harass me." It's one of our favorites.


Hopefully sir, this has clarified to you a little bit better how we harass the good citizens of Chula Vista.

How employer can beat Obamacare


Large employers must provide health insurance under the Affordable Care Act (ACA or Obamacare. Some large employers would rather not do this and are looking for an out. Well I have one for them. Section 1312 (f)(3) of the ACA reads:


"Access limited to lawful residents. If an individual is not, or is not reasonably expected to be for the entire period for which enrollment is sought, a citizen or national of the United States or an alien lawfully present in the United States, the individual shall not be treated as a qualified individual and may not be covered under a qualified health plan in the individual market that is offered through an Exchange.“


As we all know President Obama’s executive order grants amnesty to illegal aliens so that if only illegal aliens are hired the employers are not breaking the law and if a large employer does not wish to provide coverage, all he needs to do is hire illegal aliens.


Problem solved.

The flood of American liberals sneaking across the border into Canada has intensified in the past week, sparking calls for increased patrols to stop the illegal immigration. The Republicans winning the Senate is prompting an exodus among left-leaning citizens who fear they'll soon be required to hunt, pray, and live according to the Constitution.

Canadian border farmers say it's not uncommon to see dozens of sociology professors, global warming activists, and "green" energy proponents crossing their fields at night.

"I went out to milk the cows the other day, and there was a Hollywood producer huddled in the barn," said Southern Manitoba farmer Red Greenfield, whose acreage borders North Dakota . “The producer was cold, exhausted and hungry. He asked me if I could spare a latte and some free-range chicken. When I said I didn't have any, he left before I even got a chance to show him my screenplay, eh?"

In an effort to stop the illegal aliens, Greenfield erected higher fences, but the liberals scaled them. He then installed loudspeakers that blared Rush Limbaugh across the fields, but they just keep coming.

Officials are particularly concerned about smugglers who meet liberals near the Canadian border, pack them into electric cars and drive them across the border where they are simply left to fend for themselves after the battery dies.

"A lot of these people are not prepared for our rugged conditions," an Ontario border patrolman said. "I found one carload without a single bottle of Perrier drinking water. They did have a nice little Napa Valley cabernet, though, and some kale chips."

When liberals are caught, they're sent back across the border, often wailing loudly that they fear retribution from conservatives. Rumors have been circulating about plans being made to build re-education camps where liberals will be forced to drink domestic beer and study the Constitution.

In recent days, liberals have turned to ingenious ways of crossing the border. Some have been disguised as senior citizens taking a bus trip to buy cheap Canadian prescription drugs. After catching a half- dozen young vegans in blue-hair wig disguises, Canadian immigration authorities began stopping buses and quizzing the supposed senior citizens about Perry Como and Rosemary Clooney
to prove that they were alive in the '50s. "If they can't identify the accordion player on The Lawrence Welk Show, we become very suspicious about their age," an official said.

Canadian citizens have complained that the illegal immigrants are creating an organic-broccoli shortage, buying up all the Barbara Streisand c.d.'s, and renting all the Michael Moore movies. "I really feel sorry for American liberals, but the Canadian economy just can't support them," an Ottawa resident said. "How many art-history majors does one country need?"

Trying to reassure his liberal base and get them to return to the U.S., President Obama reiterated what he said in his press conference following the beating the democrats took in the last election: "I heard from the 1/3 of the electorate that voted, but I also heard from the 2/3 that did not vote." Who knew the president was clairvoyant?

He also said the reason the democrats got their asses whipped wasn't because of HIS policies, but rather because the dems did not get his message out to the people. Ya gotta love a guy that takes responsibility when something goes wrong

In 1865 a Democrat shot and killed Abraham Lincoln, President of the United States.


In 1881 a left wing radical Democrat shot James Garfield, President of the United States who later died from the wound.


In 1963 a radical left wing socialist shot and killed John F. Kennedy, President of the United States.


In 1975 a left wing radical Democrat fired shots at Gerald Ford, President of the United States.


In 1983 a registered Democrat shot and wounded Ronald Reagan, President of the United States.


In 1984 James Hubert, a disgruntled Democrat, shot and killed 22 people in a McDonalds restaurant.


In 1986 Patrick Sherrill, a disgruntled Democrat, shot and killed 15 people in an Oklahoma post office.


In 1990 James Pough, a disgruntled Democrat, shot and killed 10 people at a GMAC office.


In 1991 George Hennard, a disgruntled Democrat, shot and killed 23 people in a Luby's cafeteria.


In 1995 James Daniel Simpson, a disgruntled Democrat, shot and killed 5 coworkers in a Texas laboratory.


In 1999 Larry Asbrook, a disgruntled Democrat, shot and killed 8 people at a church service.


In 2001 a left wing radical Democrat fired shots at the White House in a failed attempt to kill George W. Bush, President of the US.


In 2003 Douglas Williams, a disgruntled Democrat, shot and killed 7 people at a Lockheed Martin plant.


In 2007 a registered Democrat named Seung - Hui Cho, shot and killed 32 people in Virginia Tech.


In 2010 a mentally ill registered Democrat named Jared Lee Loughner, shot Rep. Gabrielle Giffords and killed 6 others.


In 2011 a registered Democrat named James Holmes, went into a movie theater and shot and killed 12 people.


In 2012 Andrew Engeldinger, a disgruntled Democrat, shot and killed 7 people in Minneapolis.


In 2013 a registered Democrat named Adam Lanza, shot and killed 26 people in a school.

As recently as Sept 2013, an angry Democrat shot 12 at a Navy ship yard.


One could go on, but you get the point, even if the media does not.


Clearly, there is a problem with Democrats and guns. Not one NRA member, Tea Party member, or Republican conservatives were involved in these shootings and murders.


SOLUTION: It should be illegal for Democrats to own guns.

More Gun Control

A person steals guns, (WHICH IS AGAINST THE LAW), shoots and kills his own mother (WHICH IS AGAINST THE LAW), transports these guns loaded (WHICH IS AGAINST THE LAW), brings guns onto school property (WHICH IS AGAINST THE LAW), breaks into the school (WHICH IS AGAINST THE LAW), discharges the weapons within city limits (WHICH IS AGAINST THE LAW), murders 26 people (WHICH IS AGAINST THE LAW), and commits suicide (WHICH IS AGAINST THE LAW).
And there are people in this country like Bloomberg and his ilk that somehow think passing ANOTHER LAW banning guns would protect us from the crazies. If you haven't noticed, jerks like him only care about fulfilling their own twisted agenda.
The only people that a gun ban law would impact are the LAW ABIDING CITIZENS, which will only serve to cripple the ability to protect ourselves.
